As far as things that need to be fixed, I find it very annoying that just because two pirates hate each other, and those pirates fight over a section of space, and therefore those two pirates fight and blow each other's ships up, that the winner gets awarded positive security rating points by Concord.
I think if two pirate factions, say the Sniggs and the Angels are fighting each other for turf, while Concord would be happy they're destroying each other the Sniggs shouldn't be awarded security rating by Concord.
Also, if someone has a negative security rating, Concord doesn't like them (right!), and so they shouldn't be able to collect bounties. How could a pirate be paid by concord for killing another pirate? Why would concord even deal with the pirate, even if he killed another pirate? Maybe they had a turf war, and so now the winner should be paid?
I think anyone with a low sec rating should just be cut off from Concord entirely. Not able to collect bounties, not able to gain security rating points just for killing NPCs that respawn all day (or even another PC pirate), and just entering concord space (0.5 +) with a bounty on your head should make concord attack you the same way NPC miners attack pirates in the fields.
Life as a pirate shouldn't be easy. If your a pirate, your an outlaw. Also, if your a pirate, you could take pride in the fact that you succeed where the road is hard.
If concord cut pirate off, attacked them upon entering 0.5 or higher space (especially if there is a bounty on their heads), the pirates would just have to get more resourceful. They'd have to figure out creative ways to resupply instead of just attacking a bunch of rats to raise their sec rating and then going into the nearest trade center and buying supplies.
I already know of subversive not-so creative ways to get around these things, but the more creative ones I think would make things more interesting.
At anyrate, in short, my answer is I feel things do need to be "fixed" for how pirates are handled. I just don't agree with your meathod of fixing them.

Um..... if you cant gain sec status by killing pirates how would you gain it....and do you know that in 1 day of pirating you can get -10.0 security rating? Know how many weeks/months it takes to get that back up to 0? Also, you say concord should kill anyone with a bounty who enters .5 and above? Bounties are a player affair. If someone gets -.1 security status by attacking, for example, a .4 ore theif, and then the theif puts a 5000 isk bounty on the miner, concord should auto kill the miner if he enters .5? Eh? Not very well thought out ideas there....
Correct me if I misunderstood. ---
